Agent Handoff & Delegation

The ability for an executing agent to transfer or delegate responsibility to another eligible agent or collaborator under runtime handoff semantics, including passing the required task context and receiving results, without treating generic cross-system workflow routing or protocol-level agent interoperability as the same capability.
